Ukraine faces its most difficult winter since the start of the war, stated Achim Steiner, head of the UN Development Programme.
According to him, Ukraine is entering the cold season from a "very weak baseline." The UN is deeply concerned about the potential consequences and believes there is a risk of a "humanitarian catastrophe" if Russian strikes cut people off from electricity and water.
