Dear Jay,
Re: Planned activity in Israel and Qatar - legal aspects
Please find hereinbelow our legal opinion regarding the subject-matter.
As you informed us, you intend to hold activities in Israel, which will inter alia include references to Qatar, vis-à-vis the media, the general Israeli public, and the decision makers in Israel. In addition, in due course, either shortly afterwards or simultaneously, from these activities will also derive an activity of Israeli entities and individuals in Qatar itself.
Therefore, you wished to receive a legal opinion on the question of whether or not this activity in Israel and Qatar is prohibited according to the laws of the State of Israel, and what are the possibilities and/or limitations - in terms of Israeli law - for carrying out the aforementioned activity.
You stated to us that you intend to operate in various fields, excluding, however, fields related to security and/or military matters:
“We are exploring engaging local firms and individuals in the following areas: • Press/PR and communications activities. • Social media. • Government affairs/relations advisors. • Strategic consultants.
We shall subcontract Israeli firms and individuals to perform some of these activities.
In addition, we will work to promote academic and cultural cooperation between the two countries, to serve as a bridge between them.”
