"The coming winter will be, if not the last for Ukraine, then one that could trigger irreversible processes—meaning we would be unable to recover," stated Oleg Popenko, head of the Union of Utility Consumers of Ukraine.
He estimates that the upcoming heating season could prove significantly more difficult than the last due to the state of the energy infrastructure. Popenko noted that the state lacks the necessary funds and that preparations for the heating season have completely failed.
